Same problem here (the dreaded Cisco System Extension Blocked on startup.) and I don't even have a Cisco AnyConnect to update in the first place (as far as I know). Just got the new OS11.2.3. Does this affect bluetooth connections?

Try restarting the computer. Then try launching the app. After launching the app, check System Preferences Security tab again. I had a similar issue installing some Intel software which required a driver/extension. After the reboot the software just worked.

If you are running macOS 10.15 Catalina, then maybe the software isn't compatible or some new Catalina security feature is blocking it. I haven't used Catalina yet, so I cannot advise you further on it.

How To Allow System Extensions On Mac

Whatever it was you attempted to install, attempting again should cause the Security & Privacy prompt to reappear. Be advised that allowing system extensions is a system modification that should be seriously considered. Simply put don't do it without certain knowledge of a way to undo it.
